There used to be a time when a father cooked red rice when he was promoted to a section chief. He was retired, often 55 years old. The retirement age has been raised to 60 and 65, probably because of the extended lifespan, or because of the effect of raising the age at which payments begin due to the financial situation of pensions. The revised Elderly Employment Stabilization Law stipulates that all desired employees should secure employment until the age of 65. The retirement age system under the age of 60 was banned in 1998, so this is a recent story. The number of 60-year-old retired companies seems to be declining below 80%. On the other hand, the retirement age of 65 is increasing at about 16%. What is the reason for those who want to work after retirement? According to a survey by the Japan Organization for Employment of the Elderly, Disabled, and Job Seekers (2015), the 1st place was “For current life … 78.5%” and the 2nd place was “Preparing for life in old age … 47.0%”. “I want to make use of my experience and abilities” was 31.8%: 5th place. Then, how many hours a week you want to work is 40 to less than 50 hours … 42.3%, 30 to less than 40 hours … 36.3%, and 20 to less than 30 hours … 6.6%. Most want full-time. We can see the current situation where we have no choice but to work. Even if you continue to work, the remuneration after retirement is often halved, which is severe. In the United States, one in four Uber drivers is over 50 years old. About 10% of Airbnb hosts are over 60 years old. The proof of this is the estimation by the National Institute of Retirement and Savings. In 2015, all US households had a median savings of $ 2,500, with only one in three workers between the ages of 55 and 64 saving more than their annual income. In Europe, one out of every two people of the same generation is working. The severity of old age seems to be similar everywhere. In other words, aging is not just a problem in Japan, but is progressing worldwide. In neighboring China, it is said that the working-age population of about 200 million people will decrease by 2020. On the other hand, looking at the employment status of young people (16 to 24 years old), we can see that this is also a difficult situation. The unemployment rate in the United States and the United Kingdom is over 20%. In Spain it is over 50%. In the EU as a whole, the unemployment rate under the age of 25 is over 20%. The situation seems even worse in the Middle East. According to a survey by the International Labor Organization (ILO), 58% of young people have abandoned their hope of “getting a good job.” In developed countries, one-third of young people under the age of 24 are dispatched laborers. Then, it is not always the case that employment opportunities will increase if a high education is received. Rather, migration to regions and countries with employment opportunities will increase. There are protectionist movements, but the movement of people is a more important issue. The biggest problem is social unrest. If young people do not have employment opportunities, they will not be physically satisfied and even the genericity of social participation will disappear. In Japan, the youth labor force is a seller’s market, but overall 40% is non-regular employment. Nowadays, work style reforms are being called for, but there is a need for a platform society that allows employees to easily obtain employment opportunities and work in multiple jobs. And it is an era in which we seriously consider a fun way of life.

 

昔は父親が課長に昇進すると赤飯を炊いた時代があった。定年も多くは55歳だった。寿命がのびているためか、或いは年金財政の状況で支給開始年齢の引き上げが影響しているのか、定年が60歳そして65歳と引き上げられている。改正高年齢雇用安定法では、希望する従業員全員が65歳まで雇用確保するよう定められた。60歳未満定年制が禁止されたのは1998年であるので最近の話である。

60歳定年企業は80%を切り減少傾向にあるようだ。一方、65歳定年は約16%で増加傾向にある。定年後も働きたいと思っている人の理由は何だろうか。独立行政法人高齢・障害・求職者雇用支援機構の調査(2015年)を参考にすると、1位「現在の生活のため…78.5%」、2位「老後の生活に備えて…47.0%」で「自分の経験や能力を活かしたい」は31.8%:5位である。では、週に何時間くらい働きたいかというと、40~50時間未満…42.3%、30~40時間未満…36.3%で、20~30時間未満…6.6%である。大半がフルタイムを希望しているということだ。働かざるを得ない現状が見えてくる。継続雇用になっても定年後の報酬面は半減することが多い、厳しい。

米国では、ウーバーのドライバーの4人に一人が50歳以上である。エアビーアンドビーのホストの約1割が60歳以上である。その背景を立証するものとして、米国立退職貯蓄研究所の試算がある。2015年において米国の全世帯の貯蓄残高は2500ドル(中央値)で、55~64歳の労働者で年収以上を貯金しているのは3人に一人だという。欧州では、同世代の2人に1人が働いている状況だ。老後の厳しさはどこも似たような状況のようだ。つまり高齢化は日本だけの問題ではなく世界的に進んでいる。お隣中国においては、2020年までに約2億人の生産人口が減少するといわれている。

一方、若者(16歳~24歳)の就業状態をみると、こちらも厳しい状況が伺える。米国、英国の失業率は20%を超えている。スペインにいたっては50%超である。EU加盟国全体では、25歳以下の失業率は20%超である。中東諸国にいたっては更にひどい状況のようだ。国際労働機関(ILO)の調査では、若者の58%が「いい仕事に就く」という希望を捨てているという。また、先進国では24歳以下の若者の3分の1が派遣労働という実態である。

では、高い教育を受ければ就業機会は増えるかというとそうとは限らない。むしろ、就業機会のある地域や国への移住が増えていくだろう。保護主義の動きもあるが、人の移動の方が重要な課題である。最大の問題は、社会不安である。若者に就業機会がなければ物理的充足はなく社会参画というジェネラティビティさえなくなってしまう。

日本では若者労働力は売り手市場であるが、全体的には40%が非正規雇用である。今、働き方改革が叫ばれているが、就業機会を容易に得て、マルチジョブで働くプラットフォーム社会が求められ、働く側もどのようなキャリアやライフスタイルを描くのか、より主体的で多様でそして楽しい生き方を真剣に考える時代である。

実験する文化 Culture to experiment

It is a program in which selected human resources from each company gather to create a new business plan. While holding the 1st term (annual program), the 2nd term, and the 3rd term, this was a training program and did not actually start a business. Feelings are things that pass each other. It was just like a boot camp, such as actually going out and making a concrete business plan such as conducting a field survey, conducting a financial simulation until the day before the presentation, and having investors give points on that day. After the recital, everyone returns to their company and does their usual work, just like after the festival. I quit the general coordinator in the 6th term. E.H. Shine separates external mission-oriented and internal mission group-oriented leadership. If you dare to say it, you can call it Creation and Management (PDCA). It is said that these two are achieved by different leaders, and subordinates also recognize (classify) that there are two types of leaders. Leader and warrior, founder and staff. Masaru Ibuka and Akio Morita, Soichiro Honda and Takeo Fujisawa. Historically, Oda Nobunaga was Takugen Soon, Hideyoshi was Yakuin Zensou, and Takeda Shingen was Kansuke Yamamoto. The other day, I had an opportunity to hear the stories of four venture business owners. What all four had in common was that close friends and family started a business, and starting a business was normal. I also started a business in New York. The atmosphere was different on the west and east coasts, but entrepreneurship was normal, lifestyle-like, and cultural-like. The people who gathered in the first entrepreneurial human resources program may have been a staff type, not an entrepreneur type. Companies want good people, but goodness and creativity are different. The former may produce reason and order, while the latter is destruction and creation. Most people can’t do what they haven’t done even if they understand it. It may be a simulated experience. That’s why experimentation is important. No matter how much I read or think about it, I don’t understand it. I may not be able to tell you. It is a spirit that can only be learned by oneself.

 

私が起業家人材プログラムを開発したのが1999年である。ある社団法人と組んでのプロジェクトであった。当時の問題意識として起業率より廃業率の方が高かったからである。良い社会というのは、チャンスの多い社会だと思っている。

クロトンビルや欧州の先進的企業にも行ってイノベーション人材育成の研究を行いながらの開発であった。各社から選抜人材が集い、新規事業計画を創り上げるというプログラムである。1期(年間プログラム)、2期、3期と開催していくうちに、これは研修プログラムであって実際に事業を興すものではなかった。想いというのはすれ違うものである。

実際に外に出てフィールド調査を行うなど具体的な事業案を出し、発表会前日まで財務シミュレーションを行い、当日では投資家に点数を付けていただくなどブートキャンプさながらであった。発表会が終わると祭りの後のように皆自分達の会社に戻り、いつも通りの仕事をする。私は6期で総合コーディネーターを辞めた。

E.H.シャインは外的任務指向と内的任務集団指向のリーダーシップを分けている。敢えていうなら創造と管理(PDCA)といえる。この2つは異なったリーダーによって達成されるとしており、部下もリーダーには2種類いると認識(区分)している。指導者と軍師、創業者と参謀。井深大と盛田昭夫、本田宗一郎と藤澤武夫。歴史的には、織田信長に沢彦宗恩(たくげん そうおん)、秀吉には施薬院全宗、武田信玄には山本勘助といった具合だ。

先日或る機会があってベンチャー経営者4人の話を聞くことができた。4人に共通していたのは、身近な友人や家族が起業していることであり、起業は普通だったということだ。私もニューヨークで起業した。西海岸と東海岸では雰囲気は違うが、起業は普通であったし、ライフスタイルのような、文化のようなものであった。

最初に行った起業家人材プログラムに参集された方達は参謀タイプであって起業家タイプではなかったのかもしれない。企業は優秀な人を求めるが、優秀さと創造性は異なる。前者は理性と秩序を生み出すかもしれないが、後者は破壊と創造である。

人は理解してもやったことにないものは大概、出来ない。疑似体験でもよい。だから実験が大事なのだ。それは本をいくら読んでも考えてもわからない。教えられないことがある。自ら体得するしかない応心である。

知的内省と振り返り Intellectual introspection and reflection

Maybe some people aren’t interested in Drucker, so please go out with me. P.F. Drucker told knowledge workers: “The first step for knowledge workers to achieve results is to record how they actually spend their time. The important thing is to record. Record in real time, not later by memory. That’s it. “” How many outputs did you produce yesterday for 8 hours? Was the time you invested there healthy? “” How many outputs did you produce for 40 hours last week? Was the time you invested in? ”Few people can answer this question. Consider the strategy from the external environment. But innovation is internal. It is indispensable to grasp the current trends. Isn’t it unfavorable in terms of organizational culture that there is no choice but to change due to external pressure? About 20 years ago, IBM Chairman Lou Gerstner said. “I know the strategy, the question is whether I can execute it.” If you can’t decide or plan, a valuable strategy doesn’t make sense either. Drucker says. “Many work advice starts with planning. It’s really plausible. The problem is that it doesn’t work. The plan remains on paper and ends unintentionally.” The driving force of innovation is knowledge. It is in introspection. And the basis may be looking back on time.

 

ドラッカーなど興味はないという方もいるだろうか、まあ付き合ってください。

P.F.ドラッカーは知識労働者に対して次のように述べている。「知識労働者が成果をあげるための第一歩は、実際の時間の使い方を記録することである。大切なのは、記録することである。記憶によってあとで記録するのではなく、リアルタイムに記録することである。」

“昨日8時間、あなたは幾つのアウトプットを出しましたか。そこに投資した時間は健全でしたか。” “先週40時間、あなたは幾つのアウトプットを出しました。そこに投資した時間は健全でしたか。”この問いにこたえられる人は殆どいない。

外部環境から戦略は考察する。しかし、イノベーションというのは内なるものである。時流を掴むことは欠かせない。外圧で仕方なく変化せざるを得ないというのは組織文化的に好ましくないのではないか。

20年ほど前、IBM会長ルイス・ガースナー氏はいった。「戦略はわかっている、問題は徹底実践(execution)できるかどうかだ。」決めたことができない、計画したことができないとなれば、価値ある戦略も意味をなさない。

ドラッカーはいう。“仕事に関する助言というと、計画しなさいから始まるものが多い。まことにもっともらしい。問題は、それではうまくいかないことにある。計画は紙の上に残り、やるつもりのないまま終わる。”

イノベーションの原動力は知的内省にある。そしてその基本は時間の振り返りにあるのではないだろうか。

We consider these three abilities required of knowledge workers. Of course, there is human virtue at the root. We will not mention this.

Intellectual introspection is a reflection. Strategy is detected from the external environment, but innovation is inherent in nature.

Business development Especially in startups, the latter is the one who fights against wisdom and curiosity. I’ve never had both, but if I’m smarter, I won’t take any risks. Recently, research results such as future intelligence have finally come out. Without curiosity, there is no challenge.

Intellectual fitness is driven by curiosity, but requires training and tenacity.

Recently, work style reform has been a hot topic, but it seems that it has not progressed essentially from the time-saving discussions in the Shin-Maekawa report. It is good to set certain regulations and rules, but there are many people who interpret it arbitrarily.

The essence of the debate is the worth of work and the improvement of living standards, which consist of the improvement of productivity and the improvement of added value.

ナレッジワーカーに求められる能力をこの3つであると考える。勿論、根底には人徳がある。これについては言及しない。

知的内省というのは、振り返りである。戦略は外部環境から察知するものであるが、イノベーションというのは本来内発的なものだ。

事業開発特にスタートアップにおいて、賢さと好奇心が戦ったどちらが勝つかと問えば後者なのではないか。両方備えているにこしたことがないが、賢さが勝ればリスクは取らないだろう。最近になってfuture intelligenceのような研究成果がやっと出てきた。好奇心がなければ挑戦はない。

知的体力は好奇心が原動力となるものであるが、訓練と執念が必要である。

最近、働き方改革が話題であるが、新前川レポートの時短議論から本質的には進んでいないように思える。一定の規制やルールを設けることはよいが、勝手に解釈するずるい人も多い。

議論の本質は働き甲斐であり、生活水準の向上であり、それは生産性向上と付加価値向上からなされる。
